The wrought iron fencing indicates it is pre- 1906 by which time, the black wrought iron had been replaced prior to Alice Roosevelt’s 1906 White House Wedding. Three figures can be made out in this photo, along with a ladder. The original Tiffany Glass above the front entrance can be seen in this photo. 2. “Army & Navy” cir. 1890 originally called “The State, War, and Navy Building” because it housed the Departments of State, War, and the Navy—was built between 1871 and 1888 in the French Second Empire style. Now called The Eisenhower Executive Office Building (EEOB). Horse and buggies can be seen in the far right of the frame. 3. Treasury Building cir. 1890.
